To stop Facebook news feed from auto-refreshing, use browser extensions like News Feed Eradicator on desktop. On mobile, go to Settings → Notification Settings and disable live activity notifications. You can also use Facebook's Feeds tab instead of Home, which auto-refreshes far less aggressively.
Google News personalization is managed through your Google Account. Go to Google News → Settings (gear icon) → Customize → Adjust topics and sources.
